9/10 falsifier survival (90%). 4 PASS (F1/F3/F4/F5) + 1 PARTIAL (F2 resolved via partition-for-understanding two-level ontology). Claim survives cross-substrate test across 8 substrates spanning ~30 OOM (quantum 10⁻¹⁵ m → cosmic 10²¹ m). The shrimp tail-flip (F5) is structurally free will per Krasne & Wine 1975 + Edwards/Heitler/Krasne 1999 (Mauthner-circuit context-modulated, not pure-FAP).
